| Starters | — | — | 10–22 | Pre-A1 | 1 |
| Starters | Level 1 | First words | 17–29 | A1 | 2 |
| Movers | Level 2 | Springboard | 20–32 | A1/A2 | 3 |
| Movers | Level 3 | Quickmarch | 24–39 | A1/A2 | 4 |
(Quizzes)
GSE Teacher Toolkit.

A Reading of the Student Assessment Handbook
English Language — Grades 1 to 4
September 2026 edition
Introduction
The September 2026 Student Assessment Handbook for English in Grades 1–4 sets out continuous and formative assessment for Cycle One. It aligns learning outcomes with the CEFR, the Global Scale of English, Cambridge Young Learners tests, English Benchmark and PTE Young Learners, and it sits beside the General Document for Student Assessment, the Teacher’s Book and the Moderation Guidelines. The course materials are Team Together Oman.
Reference levels
Grade 1 is Pre-A1 (GSE 10–22; Cambridge Pre-A1 Starters). Grade 2 is A1 (GSE 17–29; First words / Benchmark Level 1). Grade 3 is A1/A2 (GSE 20–32; Springboard / Level 2; A1 Movers). Grade 4 is A1/A2 (GSE 24–39; Quickmarch / Level 3; A1 Movers).
Future skills and e-assessment
Assessment is linked to the National Framework for Future Skills: core skills (literacy and numeracy), applied skills (creativity, critical thinking, communication, teamwork, flexibility) and technical skills (ICT, data and media literacy). Some skills are built into existing tools; others are stated explicitly.
Assessments should run on approved platforms. Quizzes may be online or on paper. Homework and projects may be done remotely; if online submission is not possible, paper copies are accepted. Teachers should still ask students to write by hand, then scan or use handwriting apps.
Principles and outcomes
Assessment exists to give useful information about learning. It focuses on what the student can do, not on what the teacher did; it checks whether learning transfers to new situations; and it treats language as cumulative. Formative assessment improves learning. Summative assessment measures it and reports it.
Outcomes are grouped under Listening, Speaking, Reading and Writing. Each grade has eight key outcomes — two per skill. The focus moves from letters, numbers and familiar words at the start of Grade 1 to understanding and producing short texts of different kinds by the end of Grade 4.
Summative weighting
- Grade 1: Listening 40%, Speaking 30%, Reading 15%, Writing 15% — all continuous assessment.
- Grade 2: Listening 30%, Speaking 30%, Reading 20%, Writing 20% — all continuous assessment.
- Grade 3: each skill 25%. Continuous tools 70% + Short Tests 30%.
- Grade 4: Listening 20%, Speaking 25%, Reading 25%, Writing 30%. Continuous tools 70% + Short Tests 30%.
Writing gains weight as students move up; listening loses weight as the focus shifts from sounds and words to texts.
Assessment tools
Homework is a short out-of-class task that reinforces one outcome. A project is longer and produces an end product. Both are mainly formative: comments on the rating scales, not necessarily marks. Work must be the student’s own. Project scope must be realistic in language, time and resources.
Observation is formative for every skill and carries no mark. For speaking it is also summative: two formal observations per speaking outcome, highest mark counted, notes kept, rating scales used, observations spaced through the year.
Quizzes last no more than ten minutes in class. Formatively they check understanding. Summatively they assess listening, reading and writing: two quizzes per outcome; usually the higher score is recorded. Exceptions: Grade 1 Listening outcomes 1 and 2, and Grade 2 Listening outcome 1, record the total of both quizzes. Transfer scores to the SMA. The GSE Teacher Toolkit is recommended.
Short Tests in Grades 3 and 4 last one period, assess two skills, use unseen texts similar to (not copied from) the course, come with a marking guide, and are announced in advance. Listening texts are played twice. Marks go onto the SMA in ink at once. Example: Grade 3 Short Test One (end of Unit 4, 10 marks) combines 5-mark listening and 5-mark reading.
Records and formative practice
Informal notes matter because no teacher can hold every detail in memory, and parents, senior teachers, heads and supervisors are entitled to credible answers. A portfolio is a joint teacher–student collection covering all four skills and should be open to visitors and parents.
The SMA is completed in three stages: pencil updates during the year, with Short Test marks in ink; final outcome marks in ink at year end; then skill totals and the mark out of 100. Rating scales have five performance levels. Maxima are usually 5 or 10, sometimes 15. In-between whole marks are allowed; half marks are not.
Feedback can be to one student, a group or the class; during, just after or later; spoken or written; in English or Arabic. Indicating where an error is, and what kind it is, is often more useful than writing the correction. Self-assessment appears at the end of Team Together Oman units. Peer-assessment is a bridge to self-assessment, especially on writing drafts. It is formative only and must not feed official marks.
What teachers should do
- Grades 1–2: listening and speaking carry most of the mark; observe speaking twice per outcome; run two quizzes per listening, reading and writing outcome.
- Grades 3–4: schedule the official Short Tests to the published specifications as well as class quizzes and observations.
- Do not turn homework, projects, formative observation or peer-assessment into extra official marks.
- Judge against the outcome rating scales, keep a portfolio and keep informal notes.
